Sadly there is no interactive mode in Windows 8+. If the policy was even "upgraded", I suspect many of the rules are no longer valid if they were checksums etc.. You should be able to open the config and just add a few trusted apps, such as Chrome.exe, etc.. Then see what's blocked next in Log viewer if anything is. You could create some very general rules such as allow all outgoing TCP just to check you;re on the right track but it's going to be a case of using the firewall log viewer any adding your own config.
